Professional Experience

How Sheng dedicated 18 years to Singapore Pools, beginning in June 2007, where he held a variety of roles spanning Sports Betting, Corporate Planning, Strategy, Corporate Development, Company Secretariat, Enterprise Risk, and Procurement. He currently serves as an Advisor.

Among his notable achievements at Singapore Pools:

  • Spearheaded the launch of online betting, overseeing the project from concept to implementation.
  • Played a key role in securing the World Lottery Association Level 4 Responsible Gaming certification—the highest level of recognition.
  • Expanded the organization’s live sports betting footprint by adding four Livewire venues.
  • Initiated and developed the SP2020 strategy map—the first comprehensive strategic framework encompassing all critical aspects of the organization’s direction.
  • Created the first Enterprise Risk Map in 2017.
  • Led a transformation of procurement policies and practices, shifting from a civil service-oriented approach to a more agile, private-sector model while maintaining strong governance principles.

 

Before Singapore Pools, How Sheng spent 23 years (from 1984 to 2007) in the Administrative Service of the Singapore Civil Service holding senior positions across Ministry of the Environment, Ministry of Education, Ministry of Trade and Industry, Ministry of Community Development, National Youth Council/Peoples’ Association, Ministry of Finance, Ministry of Home Affairs and Public Utilities Board.

Among his notable achievements in the Civil Service:

  • Established the National Youth Council, the National Youth Park, and the Youth Development Fund.
  • Launched GeBiz in 1998 — the first centralized portal for all government tenders.
  • Formed the Government-wide Procurement Discussion Group to collect feedback and enhance procurement policies — a group that remains active today.
  • Introduced Singpass in 1999, the single sign-on system for all government services. A key innovation was the secure use of NRIC — a widely known identifier — as the User ID, a concept that has endured for over 25 years.
  • Served as Chairman of Home United Football Club for three years, transforming the team from near the bottom of the league to Double Champions (league and cup) for two consecutive years.
