The recent announcement of “final” U.S. tariff rates has not brought clarity to the region—far from it. The economic landscape in Southeast Asia remains in flux, with significant implications for businesses operating across borders.

A central focus of the discussion will be the newly announced 40% tariffs targeting exports classified as ‘transshipment’—goods that originate in one country, are routed through an intermediary location for minor modifications or relabelling, and then shipped to their final destination. In particular, the U.S. is scrutinising products originating from China that are re-exported to the U.S. via Southeast Asian countries. What could this mean for the region’s trade dynamics and economic outlook?
