The Singapore Opportunity Index (SOI) is a large-scale government initiative that uses data metrics to identify employers who support the career growth and economic improvement of employees, giving a transparent outlook on Singapore’s job market. Measuring Government data against five categories detailed a comprehensive dataset of occupation, salaries and recruitment records from nearly one million Singapore residents employed in more than 1,000 organisations. It is one of the key recommendations by the Tripartite Workgroup on Human Capital Capability Development to support organisations in making evidence‑based talent development investments that deliver measurable workforce impact.
